Google loves unique content. We all know this. Stealing content from somewhere else and placing it on your site even if you spin it can be a bad thing. This is how I find content and how I started which still works to this day:
I love documentaries. I watch as many as I can all the time. Sometimes I watch a documentary over and over. I am not one for reading but I know others are so I decided one day to type out a documentary in a niche to text. I figured a 45 minute video would give me more than enough articles in one niche. The niche I started with but no longer use was about space and planets. Really big into that stuff.

This place has a ton of videos in multiple niches. Typing out text from video can be super annoying, slow but it is worth it for content. You need to pick out factual information and ignore the quotes from some people interviews but you catch on quick.
To make things faster I would download the videos using a youtube downloader and watch them in VLC player. VLC player would be one window and a text editor would be another. I would use ALT+TAB to flip between them and when I wanted to pause the video simply bring it up and tap the space bar, use ALT+TAB to go back to my text editor and continue typing.
It is not a fun process (especially if you cannot afford to outsource it) but the right niche and video can net you 30+ articles. Also, try to spin them a bit when you type it out. I have been doing that before I knew what “spinning” was (I learned that term from here). I never had an issue with this with AdSense at all.
Pick a low CPC niche first (I used space only because I enjoyed it) bank a little and you can even outsource people to do this for you. It is best if you pick a niche you enjoy.
This method works. It is a method I still use. It takes some work but you will make money with it.
